ECM (EU) 2019/779

The ECM – the entity in charge of maintenance – plays an important role in the European rail transport system. In the National Vehicle Register (NVR), an ECM is allocated to each vehicle. This entity is responsible for implementing a maintenance system that ensures the safe operating condition of the rail vehicle and thus contributes essentially to railway safety.

The ECM regulation stipulates that responsibilities must be clearly defined and the processes in the company must be regulated. Within the framework of ECM, various roles arise, namely:

  • ECM 1: Management function
  • ECM 2: Maintenance development function
  • ECM 3: Fleet management function
  • ECM 4: Maintenance delivery function

A technical dossier is kept for each vehicle and component series. This describes the required maintenance plans as well as the technical measures and activities for the maintenance, repair and overhaul of the vehicles or their components.
The ECM2 specifications, including possible checklists, are thus managed centrally and distributed to ECM3 and ECM4 via a release and rollout procedure.

Documentation of the entire life cycle

The documentation concerning the rail vehicle converges in a so-called asset biography, which, in addition to the maintenance history, also contains all events related to the rail vehicle during its life cycle.
Damage code catalogs are used to achieve a uniform information structure for the technically qualified recording and categorization of technical and operational reports.

The technical dossier places particular emphasis on the safety-critical parts of the component series. The Rail Solutions enable continuous monitoring and structured further development of the safety-critical components.

Rail Asset focuses on the rail vehicle and its components. This also includes the management and monitoring of safety-critical components. By maintaining master and movement data, conclusions can be drawn about future maintenance requirements and thus workshops can be commissioned in a timely manner.
The networking and provision of sensor data at vehicle and component level provides the responsible parties with an even better insight into the condition of the asset.

In Rail Asset, managers can manage both maintenance notifications (preventive and corrective) and maintenance types according to manufacturer specifications. This information can thus be made available to the workshop when the order is placed.

All maintenance activities carried out are recorded in the asset biography for traceability (repairs, modifications, etc.). In addition to the maintenance activities, the performance data of rail vehicles and components are also managed and documented there. In this way, the entire life cycle of the vehicle is mapped in the asset biography.

The Wheelset Management module is a supplement to Rail Asset that monitors, manages and documents wheelsets professionally and in compliance with standards (EN 15313). ECM functions and their responsibilities

ECM 1
Management function

The introduction of the maintenance system is the responsibility of the management function (ECM 1). The core task of the ECM is to supervise and coordinate the functions ECM 2 to ECM 4.

The role of ECM 1 is to be performed exclusively internally, whereby support from external parties is not excluded.

Development function

Essentially, the maintenance development function is responsible for the creation and modification of maintenance requirements. The administration of the rolling stock maintenance data is also performed by this function. This entity is also responsible for compliance with standards and legal requirements.

ECM 3
Fleet management function

The role of the ECM 3 responsible person is to manage the removal of rolling stock for maintenance purposes. The ECM 3 is responsible for placing orders and putting the vehicle back in operation.

The recommissioning of the vehicle also includes the control of the maintenance provider. The selection of a suitable workshop is also in the hands of the ECM 3 responsible person. He has to make sure that the appropriate workshops are selected.

Delivery function

ECM 4 refers to workshops with a corresponding ECM certification. They are responsible for the maintenance of rail vehicles. In doing so, they have to make sure that the relevant requirements of ECM 2 are met. In order to check this, the workshop has to present the proof of maintenance including the documents for release to service.
